Representando os gestores das 27 unidades da federação, o governador Camilo Santana discursou no evento em favor da continuidade dos investimentos no programa. O chefe do Executivo destacou a política como fundamental para transformar a realidade social, criar mais oportunidades para juventude e reforçar o combate à violência. Ele também projetou que, em 2018, o Ceará dará importante passo para alcançar a meta de cerca de metade das escolas públicas estaduais serem em tempo integral.
“A proposta da escola em tempo integral é garantir proteção a essa juventude do País, mantê-la em aprendizado, com oportunidades e longe do crime. O Ceará foi o que alcançou o maior número de implantação de escolas em tempo integral. Esse ano são mais de 40 escolas a serem implantadas. Vamos passar para quase 33% da rede de Ensino Médio do Estado em escolas em tempo integral. Nossa meta é superar os 50% a curto prazo. E esperamos que o Governo Federal continue com esse grande programa, pois é exatamente esse o caminho. Nenhuma nação no mundo conquistou igualdade e desenvolvimento sustentável sem investir na Educação”, ressaltou Camilo Santana, que estava acompanhado do secretário da Educação do Estado, Idilvan Alencar.
Camilo lembrou ainda que o programa iniciou na rede estadual em 2016, com 26 escolas funcionando como projeto-piloto. No ano seguinte, mais 45 novas unidades foram implantadas, totalizando 71 escolas com jornada prolongada. Com mais 40 unidades a serem abertas em 2018, somadas às 117 Escolas Profissionalizantes de tempo integral hoje em funcionamento no Estado, o Ceará chegará à 228 escolas de tempo integral.
Por documento assinado pelo presidente da República, Michel Temer, e pelo ministro da Educação, Mendonça Filho, foram liberados R$ 406 milhões, distribuídos em todo o País, para o Programa de Fomento às Escolas de Ensino Médio em Tempo Integral. Serão aumentadas de 516 escolas financiadas pelo MEC, em 2017, para 967 em 2018, representando um aumento de 87% de escolas atendidas em todo o País. Os recursos destinados totalizam mais de R$ 700 milhões. Serão 500 mil matrículas nas Escolas de Ensino Médio em Tempo Integral no Brasil.
Educação no Ceará
Em Brasília, o governador destacou a série de investimentos que o Estado tem mantido anualmente para estimular estudantes e educadores com melhorias na rede estadual de ensino. Camilo Santana citou o Programa de Aprendizagem na Idade Certa (Paic), que completou 10 anos de execução em 2017, como modelo para melhorar a realidade dentro das escolas públicas.
“O Ceará lançou em 2007 o Programa de Aprendizagem na Idade Certa, numa pactuação com os municípios. Antes tínhamos pouco mais de 30% dos alunos alfabetizados na idade certa. Em dez anos, chegamos a mais de 90% dos alunos alfabetizados na idade certa. No último Ideb (Índice de Desenvolvimento da Educação Básica), das 100 melhores escolas públicas do País, 77 são do Estado do Ceará, as 24 primeiras são nossas. O Ceará também passou a pensar na Escola Profissionalizante. Ano passado, foi inaugurada a de número 117, e todas funcionam em tempo integral. Estamos trabalhando para acabar com a dificuldade do jovem em conquistar o primeiro emprego”, pontuou.
Os feitos do Ceará na educação pública foram elogiados pelo ministro da Educação, Mendonça Filho.”É belíssimo o trabalho feito no Ceará e devemos replicar em todo o Brasil. Onde estiver o bom exemplo para Educação precisamos exaltar, destacar e dizer o quanto é importante esse pacto por mais escolas em tempo integral”, enfatizou.
Para o presidente Michel Temer, o Governo do Ceará serve de inspiração para os demais estados continuarem reforçando as políticas voltadas às redes estaduais de ensino, especialmente no trabalho em tempo integral. “Quero cumprimentar o governador Camilo Santana pelos feitos extraordinários no Estado do Ceará. É um exemplo no setor educacional do país”, disse.
Também estiveram presentes no evento o ministro-chefe da Casa Civil, Eliseu Padilha, o vice-presidente da Câmara dos Deputados, Fábio Ramalho, o fundador do Instituto de Co-Responsabilidade pela Educação, Marcos Magalhães, dentre educadores e outras autoridades políticas.
