O repassa referente ao 1º decêndio do mês dezembro do Fundo de Participação dos Municípios (FPM) será creditado nesta segunda-feira, 10 de dezembro. Comparado com o mesmo decêndio do ano passo, o valor será 22,05% maior, de acordo com dados da Secretaria do Tesouro Nacional (STN).
O repasse aos Municípios será de mais de R$ 3,4 bilhões, já descontada a retenção do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb). Em valores brutos, incluindo o Fundeb, o montante é de quase R$ 4,3 bilhões.
O primeiro decêndio sofre influência da arrecadação do mês anterior, uma vez que a base de cálculo para o repasse é dos dias 20 a 30. Esse 1º decêndio, geralmente, é o maior do mês e representa quase a metade do valor esperado para o mês inteiro.
Quando o valor do repasse é deflacionado, levando-se em conta a inflação do período, quando comparado ao mesmo período do ano anterior, o crescimento desse primeiro decêndio é de 17,82%.
A Confederação Nacional de Municípios (CNM) ressalta que é preciso planejamento e reestruturação dos compromissos financeiros das prefeituras para que seja possível o fechamento das contas sem que haja ônus para os gestores municipais.
A entidade orienta que gestores municipais devem manter cautela e ficarem atentos ao gerir os recursos do Município dentro do próprio mês, uma vez que os valores previstos sempre são diferentes dos valores realizados.
