De lá para cá, a quantidade de prefeituras que ultrapassaram o teto de despesas cresceu quase 15 vezes. Dos 1.412 municípios que não cumpriram a lei, mais da metade (896) tem população de até 20 mil habitantes e 50, mais de 100 mil moradores.
