Como a Confederação Nacional de Municípios (CNM) vem alertando aos gestores, o Fundo de Participação dos Municípios (FPM) tende a ser menor no segundo semestre, o que demanda cautela e planejamento. Após uma sequência de repasses com resultados positivos em comparação ao ano passado, as prefeituras brasileiras vão se deparar com um valor 8,19% abaixo do transferido no mesmo decêndio de 2017, em termos nominais – sem considerar os efeitos da inflação. Deflacionado, os dados da Secretária do Tesouro Nacional (STN) indicam uma queda de -3,11%.
O 1º decêndio de setembro foi creditado nas contas das prefeituras na próxima segunda-feira, 10 de setembro, no valor de R$ 1.954.143.576,94, já descontada a retenção do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb). Em valores brutos, incluindo o Fundeb, o montante é de R$ 2.442.679.471,18.
A boa notícia é que, em relação ao acumulado do ano, o valor total do FPM apresenta crescimento positivo. O total repassado aos Municípios brasileiros entre janeiro e o 1º decêndio deste mês aumentou 7,93% em termos nominais em relação ao mesmo período de 2017. Considerando a inflação, o Fundo acumulado de 2018 cresceu em 5,48%.
