Cearenses,
Neste momento em que o Estado do Ceará enfrenta atos criminosos, reafirmo que, por minha determinação, todas as forças de segurança do Ceará (Polícia Militar, Polícia Civil, Corpo de Bombeiros, agentes penitenciários e Pefoce) estão em regime permanente de plantão para coibir essas ações, prender os bandidos e proteger a nossa população.
O esquema reforçado de segurança continuará, e com mais força ainda, por todo o tempo que for necessário para garantir a ordem e colocar atrás das grades todos aqueles que atentarem contra a sociedade.
Tenho absoluta confiança nos mais de 29 mil profissionais cearenses que formam as forças de segurança do nosso estado, que têm se doado noite e dia para combater o crime, especialmente neste momento em que o Estado do Ceará toma medidas duras e necessárias de combate ao crime organizado, fora e dentro de unidades prisionais.
Esse tem sido justamente o motivo desses atos criminosos: fazer com que o Estado recue dessas medidas fortes, o que não há nenhuma possibilidade de acontecer. Pelo contrário: endureceremos cada vez mais contra o crime.
Criamos uma secretaria especialmente para a atuação rigorosa em todos os presídios, agindo com firmeza, dentro da lei e mostrando que o comando é do Estado.
Reforçamos nosso sistema de segurança com a contratação de quase dez mil profissionais nos últimos quatro anos e chamei ontem outros 600 para atuarem de imediato. E já informo que convocarei mais profissionais nos próximos meses.
Adquirimos novos e modernos equipamentos, mais de 2.100 viaturas, investimos em tecnologia e inteligência, construímos novos presídios, e outros estão em construção, inclusive de segurança máxima. E com planejamento e estratégia, passamos a imprimir maior rigor nas ações de combate ao crime.
Conseguimos trazer para o Ceará o primeiro Centro Integrado de Inteligência do País, que já está em funcionamento colaborando conosco.
Desde que essas ações criminosas começaram a acontecer, há três dias, tenho me reunido com toda a cúpula da segurança pública e tomado as medidas, duras e necessárias.
Até este momento, 86 pessoas já foram presas por envolvimento nesses atos, 36 somente na última madrugada. E várias ações foram evitadas com o trabalho de inteligência e antecipação da polícia.
Também, já desde as primeiras horas dos ataques, tenho conversado de forma permanente com o Ministro da Justiça e Segurança, Sérgio Moro, que tem prestado um apoio muito importante neste momento, bem como com o Ministro da Defesa, general Fernando Azevedo.
Como sempre defendi, o combate ao crime organizado deve ser feito de forma cooperada entre estados e Governo Federal. É papel de todos proteger a população, deixando de lado vaidades e interesses pessoais ou partidários.
Homens públicos devem estar acima de tudo isso. O bem estar da população do Ceará sempre estará em primeiro lugar e lutarei com todas as minhas forças por isso.
Aproveito para dar as boas-vindas aos agentes da Força Nacional de Segurança e tropas federais que começaram a chegar ao Ceará ontem para contribuir com nossa Polícia nesse enfrentamento. O trabalho deve ser sempre de cooperação entre as forças de segurança estaduais e federais, ambas com seu papel de proteger o cidadão.
O momento é, mais do que nunca, de união de todas as forças. Governos, Poder Legislativo, Justiça, Ministério Público, OAB e de toda a sociedade civil.
Sempre estarei ao lado população cearense, que hoje sofre com esses atos criminosos, mas que terá, com a força e persistência do estado no combate ao crime, um Ceará mais seguro para suas famílias.
Este é meu compromisso como governador de todos os cearenses.
