Apesar do ponto facultativo, o decreto estabelece que será normalmente assegurado fornecimento de água e serviços da Polícia Militar, Polícia Civil, Perícia Forense e Corpo de Bombeiros, assim como atendimento médico-hospitalar e de ambulatórios médicos especializados que atendem pacientes já agendados.
Também funcionarão equipamentos culturais do Estado, postos do Hemoce, além do Samu Ceará (192).
Na tradição cristã, a Quinta-Feira Santa marca o dia em que Jesus Cristo e seus apóstolos participaram da última ceia. Neste dia houve a partilha e consagração do vinho e do pão.
