Na manhã desta segunda-feira (17), 46 prefeitos assinaram o termo de adesão ao Garantia Safra 2018/2019. A solenidade, realizada no auditório da Secretaria do Desenvolvimento Agrário (SDA), contou com as presenças do assessor especial de Relações Institucionais da Casa Civil, Nelson Martins, representando o governador Camilo Santana; do secretário da SDA, De Assis Diniz; representantes da Assembleia Legislativa e da Associação de Prefeitos do Estado do Ceará (Aprece).
Assinaram o termo de adesão os prefeitos de: Abaiara, Amontada, Ararendá, Banabuiú, Barreira, Barroquinha, Baturité, Camocim, Campos Sales, Canindé, Cariús, Catunda, Chaval, Choró, Crateús, Croatá, Dep. Irapuan Pinheiro, General Sampaio, Granja, Groaíras, Guaraciaba do Norte, Ibaretama, Ibicuitinga, Iracema, Itaiçaba, Itapajé, Itarema, Itatira, Jaguaretama, Jaguaribara, Jaguaruana, Jardim, Jati, Mauriti, Morada Nova, Nova Russas, Paramoti, Potiretama, Quixeré, Reriutaba, Santa Quitéria, São Gonçalo do Amarante, Solonópole, Tarrafas, Umirim e Salitre.
O Garantia Safra é um programa do governo federal realizado em parceria com os governos municipais, estaduais e com os agricultores familiares, que contribuem financeiramente para formação do Fundo do Garantia Safra. Para Nelson Martins, a iniciativa representa mais segurança para o agricultor familiar continuar produzindo, mesmo diante da instabilidade climática do semiárido cearense. “É claro que torcermos para que não tenhamos que pagar o Garantia Safra. Se você não pagar, o dinheiro fica guardado e é um sinal de que tivemos uma boa safra”, explica o assessor especial.
Nesta edição, o Governo do Ceará contribui com a formação do Fundo do Garantia Safra com o valor de R$ 16.759.110. A contrapartida dos municípios é três vezes maior do que valor pago em boleto pelos agricultores, de R$ 17, e a do governo federal é de R$ 340 para cada um dos 164.305 agricultores que aderiram no Estado. O valor do benefício é de R$ 850 pagos em cinco parcelas consecutivas e é sacado numa das agências da Caixa Econômica Federal ou em agências lotéricas.

“O programa é interessante e conclamamos a todos os prefeitos a participem”, comentou o prefeito Moésio Loyola, em nome da Associação de Prefeitos do Estado do Ceará (Aprece).
De acordo com o prefeito de Choró, Marcondes Jucá, o momento atual é de garantir aos produtores rurais mais segurança para desenvolver a atividade agrícola. “Nos últimos dias, tenho ouvido os nossos agricultores que perderam as safras de milho e feijão. E tenho a certeza que o Garantia Safra é um programa de extrema importância”, pontuou o prefeito de Choró. “Especificamente em Itaiçaba, temos uma grande expectativa de que esta política venha fortalecer ainda mais a nossa agricultura familiar”, reforçou o prefeito de Itaiçaba, José Erenarco da Silva.
Em resposta, o secretário De Assis Diniz afirmou que foram propostas algumas mudanças no programa do governo federal. “A SDA está propondo uma nova escala, entre secas leves, moderadas e severas, e valores percentuais que acompanhem melhor a realidade dos municípios do semiárido nordestino”, adiantou o secretário que representa o Fórum de Secretários da Região Nordeste e Minas Gerais. “Além disso, outras sugestões são em relação à ordem dos aportes do Fundo do Garantia Safra e ao encaminhamento e elaboração dos laudos técnicos”.
“Queremos assegurar uma porcentagem maior da agricultura familiar no PIB do Estado, saindo de 1,6% e quem sabe chegar a 2,5%. Este processo dirigido pelo governador Camilo Santana tem tudo para dar certo porque a nossa atividade é econômica e estamos investindo na profissionalização do nosso agricultor e na comercialização”, defendeu De Assis ao citar os investimentos realizados pelo Projeto São José. Os prefeitos que ainda não assinaram o Termo de Adesão precisam visitar a SDA até o final do mês para garantir o benefício ao município.
