Dos 192 concursados que haviam sido convocados pelo Governo do Estado para assumirem postos no sistema prisional, 65 foram empossados na manhã desta sexta-feira (29), em solenidade realizada no Palácio da Abolição. Os novos agentes penitenciários vão fortalecer o sistema que passou por uma verdadeira reestruturação em 2019. Eles foram aprovados no concurso público iniciado ainda em 2017 pelo Governo do Ceará.
O Estado convocou, na época, 2.000 candidatos para o curso de formação, mas somente 1.695 atenderam ao chamamento e cumpriram os requisitos obrigatórios. A primeira turma de 440 agentes já havia tomado posse no início deste ano. O governador ressaltou que a chamada está de sendo feita de acordo com a entrega de unidades prisionais. “Vamos concluir mais uma unidade e esses 65 agentes penitenciários serão preparados para assumi-la. Os outros já foram convocados e serão chamados para assumir a partir do momento que formos entregando outras unidades”, comentou.
Camilo Santana afirmou ter feito questão de assinar a posse dos novos agentes penitenciários no Palácio da Abolição, sede do Governo, para mostrar a importância que o Estado tem dado ao sistema que vem avançando de forma muito veloz do ponto de vista de disciplina, organização e controle. “Estamos sendo avaliados como referência no Brasil em unidades prisionais e queremos ter o melhor sistema prisional do Brasil. Essa é nossa meta”, apontou, completando que para isso, precisa de mais profissionais, estrutura, equipamento e do trabalho que vem sendo liderado pelo secretário Mauro Albuquerque. “Hoje estamos nomeando esses 65 e em breve vamos nomear o restante. Com esses já são quase 1600 agentes penitenciários nomeados nos últimos dois anos. Isso é importante para garantir o bom funcionamento do sistema prisional cearense”.
Durante a solenidade o governador contou que além de reformar as unidades atuais, o Estado vai concluir unidades que vão gerar mais 2.500 vagas no sistema prisional cearense. “Uma delas é de segurança máxima e tem mais duas unidades na Região Metropolitana (de Fortaleza) e uma unidade em Tianguá. São unidades que vão desafogar o sistema e, com isso, permitir o controle cada vez mais eficiente do sistema prisional cearense”.
O governador também adiantou que já está para ser licitada uma nova unidade prisional que vai ser modelo no Brasil. “Será uma unidade industrial. Terá o setor produtivo dentro dela. É uma experiência inovadora e estamos concluindo o projeto para ano que vem licitar essa obra que vai ser regionalizada”, contou, antecipando, ainda, que esse novo modelo será iniciado em Quixadá. “Queremos garantir que as novas unidades possam gerar trabalho e oportunidades para as pessoas que estão dentro do sistema”, contou.
Ao falar para a nova turma de agentes o secretário de Administração Penitenciária, Mauro Albuquerque agradeceu ao governador por ter conseguido, mesmo na crise, empossar novos servidores e investir no sistema penitenciário. “Os senhores estão entrando como servidores do Estado para servir e têm que seguir regras e determinações para proteger quem está sob a custódia do Estado. Espero que a ética, a abnegação e a determinação sejam a marca do trabalho de vocês”, discursou.
Mauro Albuquerque relatou que os agentes receberão treinamento por mais 42 dias, com aulas teóricas e práticas, de segunda a sexta-feira, das 8h às 17h, na sede da SAP e nas unidades prisionais. Sobre a capacitação, assegurou que seguirá doutrina baseada na matriz do Departamento Penitenciário Nacional (Depen) para atendimento a internos, controle do sistema e assistência, conforme manda a lei
A posse é o momento mais aguardado por todos os que fazem concurso, seja em qual esfera for. Por isso, a manhã na galeria do Palácio da Abolição era de festa. Os novos agentes levaram suas famílias para juntos comemorarem o início de uma nova vida profissional. Gustavo Lúcio Gomes, 29 anos, antes de se tornar agente penitenciário trabalhava numa empresa de telefonia empresarial. Ele participou da cerimônia de posse ao lado da mãe, a dona Albaniza, a esposa Roberta e os filhos Ana Lara e Bernardo.
Além de garantir a renda da família com o salário de agente, ele assegura ter a expectativa de reforçar o trabalho que já vem sendo feito pelo secretário Mauro Albuquerque e sua equipe. “Nosso objetivo é continuar com esse trabalho que a Secretaria vem fazendo e somar com os números positivos que o Estado do Ceará vem apresentando, tanto que serve de exemplo para todos os estados da Federação”. Gustavo disse acreditar na fala do governador Camilo Santana, quando expressa de que o sistema penitenciário do Ceará será um dos melhores do Brasil. “A expectativa é fazermos parte disso, de colaborar e somar com nossos líderes para fazer, de fato, o melhor sistema”.
Quem também arrastou familiares para a posse foi a psicóloga Erica de Almeida. Ela tirou o primeiro lugar entre as mulheres. Agora no cargo de agente penitenciária ela espera ajudar tanto aqueles que estejam cumprindo pena no sistema penitenciário como colegas de farda diante das adversidades que a função implicam. “Para isso vou me capacitar cada vez mais. Os cursos que a SAP me oferecer farei. Vou me dedicar a esse novo momento de minha vida. É um sonho que se realiza e um grande passo que estou dando a partir de hoje”, disse a nova agente.
